If King Kai knew the "IT" why didnt he just either transport Goku to the check-in station in otherworld or transport him to earth during the saiyan saga when Vegeta and Nappa arrived, Goku could have been there on time and saved half of his friends lives, So was King Kai an a-hole or was this a plot hole?

I think Kaio even said that in the manga. Just something that was not mentioned at first because it wasn't thought of, but added in at the time just because. That works for both if it really happened in the manga or just in the anime. It doesn't matter.
