Before his fear was instinct of being in danger, he didnt cry or something, he just brought forth his powers.. After Piccolo trained him, he didnt get scared the same way, he was hunted by Dinosaurs and s*** for a half year, being afraid now wasnt directly to being in danger, it was fear, the same thing you and I have, the fear of what might happen, and thats not something that brought out his anger. What brought out his anger is the same anger you and I get angry about like Best friend getting exploded by Alien or friends being in unjust danger. Point is.. Piccolo trained Gohan in the wrong way to bring out his hidden powers.. Its all Piccolos fault.

When his boosts came out, they were in response to desperation to either protect himself or his friends. He has to be backed into the corner with no other way out so to speak.
