Popo was stronger than Piccolo Daimao, but basically nobody else. He was a lot weaker than Goku or even Tenshinhan were at the 23rd Budokai.

But on topic, even the shoddy V-Jump Power levels only have Popo barely over 1000, so I dunno what Toei was thinking there.
