Why did they make him so incoherent? And was this the case in the Japanese anime as well?

If you are talking about Killa's "dumb" way of speech, he speaks normally in all versions except for the Funimation dub. I don't know why they felt the need to make unnecessary changes to such a minor character.

I'm fairly sure it was just supposed to take a stab at the athletes who simply babble, and no one's really interested in what they have to say, or can even put together what they're talking about.

Similar to how Mr. Satan sounds like Hulk Hogan.

I don't want to turn it into a racial thing but it does look like they singled out the black guy. There were worse meatheads in the tournament who could talk normally.

I agree. It's weird how Killa was the one they chose to dub as a moron when he was one of the most normal persons in that Budokai. Someone involved with the dub probably tought it was funny, but I honestly don't see how.

They seemed to have no trouble making Otokoshki gay in the final world tournament, even though it's obvious that he was considering he got paired up with Trunks and he was winking at him.

Just adding to this, I'm pretty sure that Killa was supposed to be based on a young Smokin' Joe Frazier (even the name seems to be a play on the Thrilla in Manila). I think the English VA was trying to do an imitation of Joe for the voice, needless to say it didn't come off well at all. Here's a clip of Joe:

^I don't know, I think he was inspired by Balrog from Street Fighter who is based on Mike Tyson(who also had speech impediments but not like that).

I'd say Balrog is a possibility for Toriyama's inspiration, but he actually looks a heck of a lot like a young Joe Frazier, which is why I tended to go that way (plus the name "Killa" as opposed to "Thrilla", but who knows). It sure seemed like the English VA was going for Smokin' Joe, though.
