If Toriyama had more involvement in the anime as much as he had for the manga. Does anyone know why Toriyama did not work with Toei to produce the anime?

Actually, what happened was this: They could animate episodes much faster than he could draw new manga chapters. So they had to use filler to buy time while the manga got ahead, only to catch up again, and then need more filler. Toriyama was actually often involved with the filler, he did a lot of the character designs (Gregory being a notable one) and was involved with planning a lot of it. DBZ wasn't the first show to do this, back in the late 70's Urusei Yatsura was one of the first ongoing, long running manga to get a TV series and really pioneered the use of filler arcs/characters, by the time DB/Z did it, it was old hat.

So toei could've waited for AT to finish the manga before completing the anime. Were they impatient or something?

It's just the way they do it with anime in Japan, I think the idea is to strike while the iron is hot. Even the current Shonen Jump series do it, Naruto being a great example.

Toriyama didn't have that much input on the anime. He came up with some of the filler, like Yamcha being a baseball player in his free time, but he mostly left everything to the anime staff. It wasn't like he personally looked over every minute of the anime that they made.

Toriyama didn't really have time to work on the anime, since he had to draw a new chapter every week.

Toriyama had a little more involvement than people think he did.
There's a whole page on Kanzenshuu that chronicles Toriyama's involvement in the anime production.

He designed several characters for filler, and movies, and released memos to shape how the filler plots would play out.

I don't disagree, but he said he normally sat back and enjoyed the show as an audience member with his kids instead of the author.
