During the Buu saga, it's stated multiple times that Goku and Vegeta have passed Gohan's power in the Cell saga, and that Gohan is weaker than he was against Cell.

I may be wrong, but I thought he was just training with Videl and Goten, for the World Tournament and he hadn't done much serious training since the Cell saga like in the manga.

Considering that the Cell Games happened, it'd be logical to assume that he's referring to that, in some respect anyway. Option A : Him 'powering up' was the different between M8 Gohan and CG Gohan; M10 Gohan ~ CG Gohan > M8 Gohan Option B : Him 'powering up' was the difference between his current self and his CG self; M10 Gohan > CG Gohan Either way, you'd end up having M10 Gohan near or above CG Gohan.
