Was Trunks really that weak?

All your evidence is circumstantial, and doesn't specifically give us a comparison of his power both before and after.

That's probably why he said Goku "shouldn't" instead of "isn't."

Tenshinhan: “[Trunks] is the man who took down Freeza…And he was helpless before these androids…I’ll be frank…! No matter how strong Goku may be, he shouldn’t be that different from Trunks or Vegeta…He definitely can’t win…! Not even Goku…”

Piccolo: “Don’t worry about it. Even Trunks as a Super Saiyan was done in with basically one blow. It wouldn’t have made any difference if you had come.”

There's nothing anywhere that gives us a solid example of Trunks increasing power substantially in however long he spent in the future before returning to the past.

Trunks himself gave enough evidence that his power increased. He was no match for the androids in his debut and then when we saw him next, he was able to fight fairly well. That would make no sense if he didn't get stronger. Piccolo bested an android that could be considered as powerful as the ones in Trunks' story, and spoke of Trunks' then-power as something of a benchmark for him. Tenshinhan grouped the Super Saiyans together.

Do we really need someone to say in the clearest possible terms, "Hey, Trunks got stronger than before!" when there's plenty to make that conclusion already?

 Trunks said himself that he has gotten stronger after 3 years IIRC. First he said he couldn't do jackshet , then 3 years later he admits to do a little bit jackshet more , so that should give a sign of increase.

KP gave plenty of useful quotes about Trunks being in the same tier as Goku and Vegeta.

 At that point I think it's something along these lines:

Vegeta: 100
Goku: 97
Trunks: 75
Piccolo: 70

He was quite a bit weaker.

 I'd personally all have the Super Saiyans pretty close to each other.

Vegeta - 100
Goku - 97
Trunks - 90

Something like that.

 Piccolo that close to Trunks? I'd separate them a bit if Piccolo is looking up to Trunks' power.
