most useful skill, technique

 I would say IT. As mentioned above, its a technique that is incredibly useful in and out of battle. Goku uses it to save the earth. It could be used for many things besides, such as gathering the dragon balls, assembling the Z fighters and such.

 IT jumps at me first but ill go against the grain and say Solar Flare. the move could have been used countless times to help ensure a victory or escape. thank god it wasn't over used because it is pretty cheap.

if I were a super hero I would for sure want solar flare in my arsenal

You're right...it could have been much more. It's pretty cheap in the Raging Blast games to get out of a combo or get the first shot in on someone...it's cheese. Though IT in that game is also extremely cheap, you can literally juggle your opponent to one side of the map then IT back behind him to juggle him to the other side lmao repeatedly. Goku has an infinite combo loop. Cheap

 Skill includes regeneration right? If so, I take that over just about anything tbh. If not, then like the others, it boils down to Instant Transmission and Dragon Fist.
