 ^Problem with those is that they're still estimations.

I haven't scrolled through all these posts, but we also need to consider that Goku didn't have access to the special conditions that he had in the Freeza Arc, or he opted to not use them.

He doesn't receive zenkai after he reaches Super Saiyan, and if he did, they were minimal ones.
Goku does regular training, not training with special conditions after the Freeza arc.

The only time that he does special training is in the ROSAT and when he dies again, and he was more concerned with training Gohan in the ROSAT, and he seemed more concerned with developing his Super Saiyan forms in the 7 year gap.

 Not every Daizenshuu number needs to be follow. It is a guidebook, not a fact book. It doesn't need to be followed 100%.

Imo It depends on the multiplier.
If it's a huge one,then yes.
If it's small,then they would flick him.
Imo the base saiyans that are stronger than Freezer are either end of Z/GT or Ultimate Gohan
Ultimate gohan is not base

He has to "go ssj" to activate it
He is in base. It's not that he had to go SSJ to activate it. It's that he tried to rev up his ki to SSJ but didn't transform. Which means he was able to use all of his latent power in his base form. No transforming was necessary anymore.

and when the other guy "unlocked" them, they felt it instantly, gohan did not in till he "powerd up in to ssj" read as transform

If it was his base power why could he not feel it? why not know? he had to transform in to it, power up, not his base.
ither wise why would he have to go ssj to use it?
Look three pages further from that.

Goku also states that he didn't even transform. He was able to emit all of his latent power without transforming.

This is arguably contested when it comes to Piccolo, but he says this in front of #18 and she doesn't retort at all. Nobody in the ship argues that he'd be weaker than #18, they all just accept his statement. This is obviously contradicted when Goku reveals his true power, but before that, it still stands.

That doesn't change the fact that his SSJ went from </<< #17/18 to >> Initial Perfect Cell. That's a humongous power-up, and unless you use some different form of calculating power, his base would have to increase by the same amount.
