DBOnline setting. How do the authorities work now? Do they even exist? Is there a council of the most powerful/wise? A military? What's to stop a random criminal from simply destroying the planet? Thoughts?

That sounds made up. Saiyans? Freiza race? Im not saying it was perfect but they where not "scwerd" What ever race pikkion is Kias Ki is in all races, plenty know of it, hardly a secrets. Saiyans are far worse, have a natrual higher power level and did just fine.

When it was viewed specifically as a fighting force was what lead to the eventual downfall of everyone who only viewed it as such (The Saiyans and Freeza's men), because they weren't as skilled as the people who saw it as a universal force (ie The Earthlings).
	The vengeance is her's for as long as she stands by Him.
