Even when Goku was an adult Gohan had already exceeded him and he was only like 5. Gohan would easily win. Lol thought that said Kid Goku vs Kid Gohan at first. Which obviously Goku wins after either a moderate to hard fight. Leaning more to the moderate side myself but Gohan's close enough that he can at least do damage to Goku.

If you still want your questioned answered then go ahead make another thread and tell us specifically which two characters you are talking about - their Super Saiyan forms and what time of the series that they appeared in. Saiyan saga, Namek saga, Frieza saga, Android saga, Cell saga, Boo saga.
