Piccolo had to bulk up to take on Garlic Jr. Once he did, he had the upper-hand and then Kami screwed him over. The problem is that Piccolo did indeed need to bulk up to take on Garlic, whereas he just crushed the Armored Squad

I think Garlic jr takes this, Piccolo did bulked up in order to beat Garlic, I think he could have taken the armored squad normally if he fought then without any interactions

He'll win, but it will take a while and he'll be banged up by the end

Power wise he might be on Friezas third form, but he did had a decrease in speed because of the bulk up, I place coolers armored squad a bit below initial second form Frieza

I have Garlic Jr more in the gap between Full Power Second Form Frieza and Third Form Frieza, power wise. Speed wise, Garlic is about the same as Piccolo

Piccolo should be at Frieza 3nd Form tier at Garlic Jr Saga , assuming that Piccolo still trains. Since Garlic Jr rivals Piccolo , he should be at Frieza 3nd form tier too.

The gains bettwen Frieza and Garlic jr were never made, same as the time bettwen them right? so there's no reason for Piccolo to make such gains then,
