All the "evidence" says to me is that he was in between the humans and the Saiyans. If I had to wager something, I'd say less than 50% Goku by a decent margin.

He could be somewhat close to Trunks and Vegeta, as long as he is weaker. I think Piccolo is the proof that RoSaT doesn't always give the heroes the odds they were hoping for.

That's still a tiny bit inferior to SSJ Vegeta and Trunks at the Cell Games, and a big noticeable step below SSJ Goku or Gohan at the time. HERE BE SOME NUMBAHS. That's roughly on-par with Cell when he fought Goku, with his magic abilities giving him an added edge.

Chrome	Vegeta called Piccolo Trash Gohan agreed and i laughed. Vegeta said Piccolo and kuririn were Statues because they were WEAK! Piccolo is called Piccolo and he WEAK. Hes a namek and hes WEAK. Their we go. Gohan says to not go SSJ at the tournament, Vegeta says that he won't need to, that he (Vegeta) will still win the tournament, in the presence of Piccolo and Android 18. The hints are pretty much there that by the Buu saga, Base Saiyans > Piccolo (and earlier than that by the Cell Games, sans Vegeta and Trunks). And now im done unless... I think in the Buu arc he would be slightly above SSJ Trunks and Goten, and could possibly take them both at the same time.
