Look at it this way, Piccolo was on par with Android 17 pre-rosat. He then came out of rosat, and we hear that he is on a whole different level. I really cannot see Goku telling that to Piccolo if his Base form is superior to Piccolo's FP. Piccolo has never had trouble keeping up with the Super Saiyans in the past, and I think he would see that comment as an insult if Base Goku was more powerful. Also considering the adults really shouldn't be that far away from the kids, no more than 2x I would say. Base Goten: 10 SSJ Goten: 500 Base Teen Gohan: 11 SSJ Teen Gohan: 550 Kid Gohan: 14.5 SSJ Kid Gohan: 725 Base Goku (Boo): 16 SSJ Goku: 800 Android Arc Piccolo: 10 Android 18: 9 Android 17: 10 So you can see, I really think that Piccolo would gain more than 1.6x in the rosat, especially if he was on another level.

I would like to point out that Gohan picks Goten to be his sparring partner over Piccolo even before learning that Goten is a SSjin.

By the way they greeted each other at the Budokai, it seemed like they hadn't seen each other in a long time. And if they had, it wasn't to train. Gohan only seemed to begin his training prior to the Budokai, and Piccolo wasn't really on his mind. Hell, I don't even think he knew Piccolo was going to be in the Budokai, that's how detached they had become.

Piccolo at cell games was already a lot stronger than android 17 and in buu saga he's had another 7 years of training. It's debatable whether buu saga base saiyans have even surpassed 50% frieza

I could agree with that actually. There's nothing suggesting he made huge gains. It's just kind of hard to believe because 7 years is a lot of time to get stronger. But you're right that's just an assumption

Thats because Goten was also entering the tournament and needed training. They were also decently close in power.
