Since Goku maintains a decent power advantage over everyone, he should be the clear victor here. Even with the no SSJ rule, he would be able to beat everybody. Vegeta would probably make it to the finals, get so mad that he can't beat Goku, and transform into a SSJ 3.

Lol The finals wouldn't be Goku and Vegea,IIRC they were supposed to fight in the first match,or is this filler ?anyways Goku is stronger than everyone there he would beat them all,even Vegeta, Piccolo is comparable as well but not quite there yet
