If a non-Saiyan fuses with a Saiyan...

...can the fused person turn SSJ? Or do both warriors have to be saiyans in order to turn SSJ once fused?

If a half-Saiyan can, then a human-Saiyan Fusion probably could.

But it's just as likely that something like a special racial ability is something different from just a technique, which both halves of the Fusion would have to be at least potentially able to do. Like, if Trunks-arc Goku and Vegeta did Fusion, the resulting proto-Gogeta would be able to transform because Goku can and Vegeta at least has the potential to do so.

This is just one of those far-out questions that somebody's got to ask Toriyama one day, I think.

I tend to think that fusion picks out the most desirable traits in the two fusees and slam 'em together, so I'd imagine turning SSJ would be seen as a desirable trait and would be picked.

The fusion itself isn't simply a synchronization of two individual minds.

Fusions themselves have their own conscience and sense of individuality, even though they seem aware that they are actually two people combined. This sense of individuality seems more prevalent with Gotenks than Vegetto, as Goten and Trunks don't remember their actions as Gotenks when they first fuse. Goku and Vegeta seem to know exactly what happened when they were fused as Vegetto. I'm not sure if this a trait of the different fusions or the individuals' abilities.

Since this is the case, I can see the the fusion using a transformed state if one of the fusees has this ability. The fusion will simply use that knowledge to do it, even if the other counterpart doesn't have this ability.

goten and trunks remembered what happened as gotenks. they knew gotenks had achieved ssj3, and even knew how powerful he was.
list of canon sources:

the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga.

list of non canon sources:

everything else, regardless of origin, format, or quality.

for those that blindly follow word of god

goten and trunks remembered what happened as gotenks. they knew gotenks had achieved ssj3, and even knew how powerful he was.
When they originally fused as Fat Gotenks, they had no memory of anything during that time.

I agree, but Gotenks also knew exactly what his name was, while Vegetto actually had to think about what his "would be" for a moment.

I'd go with a strong 'probably' with this one. I reckon that with Potara earrings they would definitely be able to go Super Saiyan (for the reasons Squall said up tharr ^^). My take on Metamorran fusion is that it's a tad random, so I dunno about that one.

We have to assume not only yes, but it's possible they could without either being a SSJ.
Case in point, Gotenks. Neither Goten nor Trunks are anywhere near capable of ascending to SSJ3 or even SSJ2. As Gotenks, they made it look as if it were natural.
