How strong was Imperfect Cell (Gingertown)

When Cell spotted Vegeta, I cannot remember if he was scared of him or not. Regardless, we know he is weaker than the Androids for sure, but by how much?

I really don't believe he was weaker than them at all. The main reason why he was prancing around the Earth wasn't to gain power so that he could overcome them, but because he didn't know where they were. Why not gain power in the meantime?

Well he still showed some inferiority to a weakened Piccolo. Plus he ran for it as soon as Trunks showed up. So we know he was no match for Piccolo + Trunks, and he wasn't able to beat Piccolo on his own yet.

Calling Cell's ki absurd could likely be referring to the fact that his ki is not his own. However there is no argument against Trunks' statement. Maybe something like:

Piccolo: 100
Piccolo Weighted: 81
Cell: 80
Vegeta: 60
Trunks: 52

As for the comment Vegeta makes regarding Cell's strength; I believe the absurdity lies more in the fact that there was yet another Ki superior to his own... a strength level he believed unreachable by anyone other than himself.... and some low-down-stinking-cheater-androids...

Clearly the gap is there but I do not believe it to be a ridiculous one, simply one that would guarantee a loss for Vegeta.

I don't think I'd go that far. Piccolo was the one stated to be rivaling the artificial humans by No.16, not Cell. He also appeared to be holding somewhat of an advantage over Cell in their fight.

They didn't actually fight after Piccolo regenerated his arm.

I'll agree that you've got a point, but it still stands that Kamiccolo didn't seem that far above Cell in Gingertown.

17 and Piccolo seem evenly matched, so it seems that he's behind 17, but not by that much. Piccolo's not evidenced or stated to have gained any significant power in the time between his fight with Cell and his fight with 17.
