How strong are the humans?

 I'd put humans lower than base form freeza (except for tien, he's the only one id put in the millions). I really don't see any convincing evidence to support them being in the millions other than the whole yamcha mistaken for goku thing which really isn't that convincing.

How would Tenshinhan be in the millions but not Krillin?

 If we are talking about end of z the it would make sense because krillin stopped training after the androids, while tien as far as we know, continued to train into the buu saga. 7 years could have easily pushed tien beyond krillin.

I don't think Toriyama would agree with you. He's said that Krillin is the strongest Earthling.

Besides it was never stated that he stoped training. He was not fighting anymore, but not training? I would not be so sure about that.

When Krillin first appears in the manga, he expresses his reason for shaving his head as being purely for its association with martials arts:

Chapter: 25, P12.4-5
Goku: “Haha…Your head’s like a pachinko ball!”
Kuririn: “What are you talking about?!! Those who aspire to the martial arts make their heads round to tighten their ki!”

If he no longer shaves his head that signifies he’s no longer committed to martial arts, which obviously involves training.

Doesnt make sense to use Gero, because he also thought a suppressed Piccolo would help him.

Krillin would at least be above 180k wouldn't he? Vegeta called pre plot power zenkai Goku useless against Freeza, but thought Krillin would help
worse than that. vegeta knows about kkx4. so vegeta really called 360k useless against frieza.
