He survived an attack from a relaxed King Vegeta, that's pretty much it. There wasn't anything that said that he trained, and did he really have a reason to? I give him 4k just because he was someone who was known, by name, from King Vegeta, and just how he barged inside of the throne room. I feel like a lower ranked soldier in hierarchy wouldn't even be able to make it that far to the doors of the throne room. So he's someone who's weak but not in the group that are weakest of all. Chrome Favourite Manga One Punch Man	We have no idea how powerful Paragus is supposed to be. Neither the entry for Movie 8 in Daizenshuu #6 nor his bio in Daizenshuu #7 seem to comment on how strong he was. If he was strong enough to survive an attack from King Vegeta, who with how things supposedly work was the strongest non-Broly Saiyan around at the time, then he may have been close to "elite" status and have a power level of a few thousand. If he's managed to reap some healing boosts over the years of surviving Broly being around, then he may have increased significantly from that range, though.
