Its impossible that Vegeta refers it to Cui and Dodoria. He flat out says that the stronger opponent , the stronger he will become. Both of them were no match for him.
He didn't say stronger in relation to himself, he just said the stronger the opponent. At the time they're the strongest opponents he's (known) to have ever faced except Kaioken x3 Goku.

Either way he's definitely not talking about just zenkais.

Hmm let me think in a logical way. What could possibly be a reason to think that Vegeta would become stronger , just to throw a single blast which kills Cui easily ?

Vegeta also did some dodging, and threw a few punches. I'm not Toriyama, obviously, but my own headcanon is that a Saiyans body knows when it's time to fight, and puts it in "fighting mode" (I think humans get adrenalin, which is similar, right?) and this is when it knows when to increase power. Not by a massive amount, I just need a way to get Vegeta's line to fit in with the story.

Vegeta's quote matches Toriyama's perfectly, and there's very little else it could mean.

If it meant to fights like Zarbon , I could understand. But against Cui.. It wasn't even sparring worth. But if AT meant that way , then its plausible.

Well Cui is just a guess. It could have only been referring to Goku on Earth (and then later Gohan if it takes into account Vegeta's current power and not max). But whichever fights you want to count it as I do think that Vegeta, and now Toriyama, were talking about something different to zenkais.

Yeah it has to be after Earth. AT was probably trying to explain about the Zenkais and all.
