Why do you think that Ginyu was surprised when he could only use 23 000 of Goku's maximum?
Ok, so we already know that Ginyu has performed his body change many times, especially if few know what his original form was.
In the exact same Daizenshuu, it claims that it takes awhile to get used to the new body, and be able to access it's powers. So knowing this, why would Ginyu be surprised when he could not use Goku's power? Was it simply because he was expecting to be able to use more power than he was able to? Considering he was experienced at body changing, you would think that he would know that he would be much weaker than the actual Goku. |

Does he have a specie? Is he not just a mutant? But still, the Daiz clearly states that it takes time to get used to the new body, and it's powers. |

This probably. I mean he saw Goku go near 200k so he must have expected a lot more than what he was able to generate at first. Also Goku was a unique fighter, probably very different compared to the other fighters Ginyu stole bodies from(special King Kai training in other world etc) so it may have been harder to master than usual. He knew Goku was capable of putting out more than 180,000. I think he'd be disappointed finding out he could only use about 10% of that. |

Well maybe he would usually have a lot more of a fraction of the power at his availability than just 23,000 out of a possible 180,000. Like he may have been expecting to get up to 80,000 or 90,000 and eventually access the 180,000 that Goku had displayed which would explain why he crippled his own body first |

I think its because he is disappointed. Its pretty obvious though Daizenshuu that it takes time to control the other bodies full power, Ginyu might have expected that but not in the same degree. Using only 10% of he's power might be suprising from him because in he's other victims he used up a bigger amount at the time |
