Nail did say he was impressed by his power but didn't think he could win against Freeza.

So therefore I have Piccolo at 150k.

Given the period of time on King Kai's, what Piccolo did there, the huge gap between Nail and what would then be the very next strongest Namekians on the planet, and the immediate fusion between the two. I don't necessarily have a problem with Piccolo being stronger than Nail but I do think this is one of the very few times a change in power level can be logical (to highlight just how cocky Piccolo was at his power growth in comparison the previously highest power level he had sensed). If I had to place Piccolo, it would be between 8000 and about 60000.

Goku says how impressed he is of how others have grown in power all the time and clearly hes still stronger then them.

He is the only one fighter on the planet with 42 000 BP while the rest of the namekians is on barely 3000. It is obvious that he would be impressed by any namekian whos power level would exceed 10 000. For me Piccolo is for sure stronger than Saiyan Arc Vegeta because he was confident enough to go to fight with an oponent who was supposed to be able to trash Vegeta. Still he was immediately astonished by Frieza power. I personally put Piccolo at this moment at the level of 35 000.
