He could've been referring to good buu because in Japanese dub he didn't say "majin buu" he said "buu". Also because good buu is the one still around. I have a feeling he wouldn't be referring to buuhan because that's not completely buu. That's buu with other fighters. Super buu maybe though. Also sorry but who is KP? And how is kid buu>buuhan in anime?
He was refering to Kid Buu,that's the most logical to think! He is the last villain that Goku faced, when he said"Majin Buu"we will assume the final villain, who is Kid Buu
There are many statements that prove Kid Buu anime>Buuhan
KP=Darth Pyrus member=God of DBZ debates

If kid buu>buuhan in gt well thats pretty much f**k up everything
Well in anime there are statements that pretty much prove Kid Buu>Buuhan, really messed up :p
in gt

if kid buu>buuhan well check this

Goku base gt>Buuhan which will contradicts the base goku=ssj3 buu saga thing unless you think ssj3 buu saga goku>buuhan which is totally ridiculous
That's not even a valid theory, so it doesn't mean much.

I find it hard to believe goku was referring to buuhan. But here's the thing. Here's something I think we should think about. There's 15 years between buu saga and GT. First goku had 5 years of training and then absorbs some of the ssjg power. Then has another 5 years of training. Then has 5 years of intense training with uub and goku stated he got a lot of that training. Logically, where should base goku be after all that?

Why would he refer to any other Boo though, which all the saiyans are stronger than at that point?

"Why would he refer to any other Boo though, which all the saiyans are stronger than at that point? "
Because that's not really buu's power. That's buu+other fighters. And also the fact that there's still a buu around. Or maybe kid buu because that's the one goku tangled with the most and that's the real majin buu.

"no way gt goku has the power of ssjg"

I'm not saying base GT goku>ssjg goku. I'm saying he has some of his power though which gave him a huge boost

If Pure Boo is the strongest Boo in the anime, that doesn't really matter.

The resident GT fan!

And again, he was refering to Kid Buu who according to anime is stronger than Buuhan, why are we still arguing this?

But it doesn't say "dangerous", it says "difficult". Difficult in this context is "powerful".

That quote is similar to the one in the manga, difficult doesn't necessarily mean the strongest. Here's a more clear quote

Let's take a look at the word "difficult".

Hard to do or accomplish; demanding considerable effort or skill; arduous.
Hard to endure; trying

Not in any circumstance does "difficult" mean that it's an easier task when compared to previous tasks. The fact that they conclude Pure Boo is "more difficult", comparing him to previous renditions of Boo, means he is more powerful.
