 He should clear all of GT by my numbers.

If the dance he needs SSJ3 to clear.

If Potara he he could do this as a normal SSJ.

 He'd clear all of GT using Potara if he had Super Saiyan (going by SEG).

With Fusion, he'd probably need Super Saiyan 3 to get to SSj4 Gogeta. I'm not sure if he'd beat him or not.

 Although I think this fusion would be powerfull I don't think they can win against SSj4 Gogeta,with fusion dance no matter the form
But Potara wise they coudk do it at SSj2 or SSj3 to stomp,GT has riduculously huge gains,SSj Goku from Super 17 arc is stronger or equal to SSj4 Goku from Baby arc, I think we underestimate the gains here

He could have, but it'd only make sense if Kid Buu was by some miracle stronger than Buuhan , which would make Rildo even stronger, which would make Baby even stronger.

If he wasn't referring to the strongest Buu, then what's the point? It would be like Imperfect Cell showing up in Ginger Town and everyone saying "Jeez, he's even stronger than 2nd form Frieza".

Also even if he was refering to Kid Buu,GT follows the anime,Anime Kid Buu>>Buuhan stated multiple times by many people,so basically its all the same Riilso is either stronger than Buuhan or stronger than Anime Kid Buu(this is the truth most likely)
