I think it is fair to place him at 100 000 000, so he shouldn't be far from Freeza. We also know that Kaioshin can one shot Freeza, and Kibito is his "guard". Although it is never once implied that Kibito was stronger than Kaioshin. I think having Kibito ~ 4th Form Freeza is pretty fair, so Kibito should win.

Chrome Favourite Manga One Punch Man	Kibito has battle power roughly on-par with base Gohan. Goku is a lot stronger than Gohan overall during Majin Boo. Four years later during Battle of Gods, base Goku has certainly improved at least a little, but is still considered unable to defeat Freeza without Super Saiyan. So in terms of power, that would mean base Goku's probably still below the 100 million mark. Meaning that Boo-arc Gohan and Kibito would be even lower than that, probably only around Freeza's 50% mark at 60 million or just a little higher. So Kibito's a really good chunk weaker than Freeza, but while Cold is weaker overall than Freeza too, we don't know for certain by how much. But I'll give it to him, since I typically see him right around the 100 million mark while Kibito would be down around 50-60 million like I surmised above.

I think he's gotta be a little stronger, because judging by his excitement, he gained a hell of a lot of power in his fusion.
