I consider Mercenary Tao I grea fighter at bigger places,I can see him winning in 25th Budokais ring,King Chapa would most likely win in the first scenario :)

Tao takes in both scenarios.

Cyborg Tao > 23rd King Chapa > Mercenary Tao > 22nd King Chapa

Honestly I created this fight because of the fact that despite Goku defeating the Red Ribbon Army, King Chappa was supposed to be a tough match for Goku. So at first glance this is what we get.

22nd Goku>>>>>Goku Match Level>>Goku expected level>/Chappa>>>RRA>/Tao

Of Course the bold are subjective and interchangeable depending on opinion. Tao could easily be above the RRA and Roshi didn't know that Goku defeated Tao until After Goku already defeated Chappa. Roshi finds it hard to believe but knows it's not impossible given Goku's growth. So at this all depends on whether or not

a)Yamcha, and Roshi were worried due to CIS like in the 23rd Budokai and forgotten that the Goku who defated the RRA was many times weaker than the Goku who stood before them due to three years of training (50-50 chance)
b)Roshi had actually known about Tao's power and was not going off of what rumors people were throwing around (very likely)
c)You believe that Match Level and/or Expected level Goku was stronger than his RRA saga counterpart (which is likely due to three extra years of training and the fact that Goku was so strong that everyone believed that he was going full strength against Chappa while he admitted that he held back a lot)

It was supposed to be a tough match for Goku, because Roshi, albeit knowing about Goku defeating RRA, did not know he defeated Mercenary Tao.

If it is 23th budokai then he does beat Mercenary Tao right?

Maybe when Goku was faced King Chappa, Master Roshi did not know that Goku had defeated Tao Pai Pai. However, Master Roshi saw combat Goku vs Son Gohan (much more powerful than Tao Pai Pai). Honestly I see something like this:

Mecha Tao >>>>>>>>>>>>> Goku (TB22)> King Chappa (TB23) >>>>> Goku (Deleted against King Chappa in TB22) >> King Chappa (TB22) >> Goku (TB22 expected by Yamcha)> Goku (TB22 expected by Master Roshi) >> Goku (vs Son Gohan)> Son Gohan >> Tao Pai Pai.

Problem is that he did beat Gohan who IS stronger than Tao. And looking back on it Roshi didn't make too much of a fuss about Goku's claim other than the fact that Tao was the Crane Hermit's brother.

I agree that Mecah Tao could be above 22th budokai Goku, but don't you think that's a big gap 2x times at most should work fine right?

Mecha Tao Pai Pai seemed to be a threat at the start of TB23. The very easily defeated Chaoz without using all their power. Chaoz TB23 should be as much more powerful than Goku minimum TB22, to believe that is likely to have a good result in the TB23.

Not to forget the huge difference between Goku (Post Water of the Gods) and Goku (TB22).

Chaotsu was never that much powerfull, him been that strong is unesesary,22th budokai Goku is a beast compare to Chaotsu, because Tao Pai Pai is not sooo much stronger than he's previous shelf :)
