Giran was probably the weakest 21st Budokai finalist. And also keep in mind just how powerful everyone had become after the 22nd budokai, so I don't see it being a stretch to say that this demon Namek was as strong as Giran (21st).

No that title belongs to either Ranfan or Bacterian. IMO Giran is at least comparable to Yamcha (based on what was shown in the filler before his fight with Goku). Not to mention that he threw Goku from the ring well into the city. Piano isn't even a fighter. A better fight would've been 20% Drum vs Giran or Colonel Silver vs Giran. 	list of canon sources: the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga. list of non canon sources: everything else, regardless of origin, format, or quality. for those that blindly follow word of god
