Is SSJ Vegito really weaker tha Super Baby 1?

I noticed that Elder Kaioshin notes that SSJ4 Goku is the strongest in the universe as of now (post Super Baby 2), and prior to this Goku said SB1 has the greatest ki ever. But in Z, I don't know which was the case, but if SSJ Vegito toying with Buuhan, was he holding back or surpressing his true power? Now, I know alot of ya gonna be skeptical for the former but look if he was; could Goku be referring to Vegito's supressed state? Because we never saw Vegito get serious at all at Buuhan.

Well, in Buuhan's case he was trying his hardest to no avail, that's reason enough to have Rildo over Buuhan.

I noticed that Elder Kaioshin notes that SSJ4 Goku is the strongest in the universe as of now (post Super Baby 2), and prior to this Goku said SB1 has the greatest ki ever.
Those "greatest ki I've ever felt" lines don't always apply to the person saying them. Goku said the same thing about Janemba, then proceeded to go Super Saiyan 3 and hand the big yellow lard's butt to him. He said the same thing about Piccolo Jr as he was preparing for some big attack, which he then tanked and proceeded to again kick Piccolo's butt.

In the same vein, any "greatest ki I've felt" lines in GT don't necessarily HAVE to include Super Vegetto, because Goku WAS Vegetto. Thus since Super Vegetto was once officially touted as comparable to a Super Saiyan 4 (at the time, that would mean Baby-arc SSJ4 Goku)... evidently someone calling the shots doesn't think Baby-Vegeta or Goku caught up to him until they were Gold Oozaru and Super Saiyan 4, respectively.

So that would mean that there's simply a very, very large gap between Gohan-Boo and Super Vegetto's full power (no duh), and that Baby-Vegeta's two middle forms fit somewhere within that large gap.

It wouldn't be a 500x gap, would it? That's generally the multiplier I see used for Golden Oozaru anyway.
