I mean, I know Gohan was meant to have all of this hidden power, but Goku still had a fair amount himself in my opinion.

I have Gohan's dormant power somewhere inbetween SSJ2 Gotenks and SSJ3 Gotenks. Maybe halfway.

I may lower my placement of Goku to between SSJ and SSJ 2 Gotenks.

Well I have SSj4 Goku at SSj Gotenks as well,however note that SSj4 is a much weaker potential unlock than Mystic one,Elder Kai's ritual being ths user FAR above he's limits,while SSj4 on the exact limits if it was Mystic Goku then I would have him at this Gotenks

Mystic=Potential brought to limits and far beyond SSJ4=Potential brought to limits, and there are way too many times in the series stating Gohan as having the most potential for Goku's to be so much higher than GOhan's like you are implying.
