 We'll this is a tough one. They are already so far behind Shadow Dragon Base Goku, so IMO their fusion won't be too much more powerful than him in Base. Adding their SSJ 4, it will be a closer fight than what Goku could give, but I still think they will come up short with a restrained multiplier.

 Goten...refresh my GT memory, did Goten ever get stronger than his EOZ self? If so where would he be?

 Ye, I honestly think Goten is hindering this fusion. Two Gohan's fusing may be strong enough. IMO:

Base Goku SD >>>>>> Base Gohan SD >>\> Base Goten SD

So Gohan will have to suppress a fair amount just to make the fusion possible.

At the beginning, no. But he did get somewhat stronger over the course of the series.

 I think Goten is what's going to keep this fusion from winning. I think this fusion at most could maybe scratch SSJ4 Goku (SD Saga)

 Goten definitely got stronger from being possessed by Baby, but base Gohan is still much stronger than Baby Goten was. I don't think Goten got any stronger after he was taken over by Baby.

 I see Omega Shenron losing here,I think a SSj4 Gohan SD is already somewhat stronger than Omega,so even if he's going to supress himshelf a lot to match Goten lets not forgt the fusion multiplier will get him over there and also Gotens great potential as a hybrid will help this fusion to beat omega in my opinion :)
