Or do you think that SSJ 4 adds more power once the user can control their Gokd Oozaru form?

I know that Goku's dormant power is awaken in the Golden Oozaru form. So if Pan says something like that, Goku may get a extra boost of some sort once he gains consciousness and finishes transforming into a SSj4.

Gold Oozaru is extremely reckless, and I doubt the ape can control the dormant potential. It's possible that once they calm down, and turn SSJ 4 that they can actually access this hidden power.

The Golden Ape is like the gateway. All of the power is unlocked, but they are not able to control it. Once SSJ 4 is obtained, the power is able to be used at the user's disposal.
