Was Cell toying with Goku or was he giving it his all?

We all know Goku was giving it his all, but what about Cell? It's implied he was still holding back power, but who's to say he wasn't giving it his all at that level of power? People think Cell was toying with him the entire time just for the enjoyment of the battle and to test out his perfect form. I disagree and believe that while that latter is true, he was still going all out at the level of power he was displaying. What do you think? Was Cell toying with Goku all along, and if so how much power would you assume he was using during the battle?

when goku offered cell a senzu Cell said take a senzu(goku) you might have some chance with it

Cell was heavily suppressed but even so, he was having a much better time than Goku. I reread the Manga and after Goku uses Instant Transmission, Cell utterly stomps him. Goku can't even land a hit and is getting outsped with ease. Then Goku fires his Warp Kamehameha. Cell and Goku resume sparring and it's closer, though Cell has the edge. Then Goku does his Energy Blast Volley and Cell counters with Perfect Barrier. Cell is definitely toying before the Kamehameha to the point where he's moving behind Goku with his arms crossed

We all know that cg gohan >cg goku

Cell was toying with cg gohan hence it is obvious that he did the same with goku

Exactly, Cell specifically put himself down to a level that would at least make the fight relatively entertaining. He knew already that he could **** stomp everyone with his eyes close if he wanted and so he just lowered himself down to a point that could rival Goku. And even with this, Cell still had a specific advantage over Goku.

using the exact same ammount of power what my foe has while I have twice of it is called toying
If he didnt , he would have finished the fight instantly

I think that the power Cell used to fight Goku was his normal upper limit (fitting with how Karin estimated Cell to be "a little bit stronger" than Goku), and that what was labeled as his "full power" was actually pumping himself up and increasing his strength in a way similar to Super Saiyan Grade 2 (it even has the same aura!).

Cell was fighting in his suppressed state. He wasn't toying with Goku. Supprssed Perfect was having a lot of difficulties with him.
Super Buu: So, hotshot! You want to fight Majin Buu?
Gohan: Fight you? No. I wanna kill you!

I read the Manga, Cell was teleporting all over the place, making fun of Goku and fighting with his arms crossed and not letting Goku even touch him. Cell was making a fool out of him

I read the manga too kid. Cell was always one or two steps ahead of Goku. That doesn't mean he was fooling around.
