doesn't matter. it's not part of the manga, it's not canon.
Uh, something stated by the creator to be a genuine part and continuation of his own series is canon. Unless you have a different definition of the word "canon".

i already said so. the original work (the manga) is canon. BoG is not part of the manga, therefore it isn't canon.
list of canon sources:

the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga.

list of non canon sources:

everything else, regardless of origin, format, or quality.

for those that blindly follow word of god

He's talking of the movie like it's a spiritual addition to the manga. The word 'canon' is fan-made and never uttered by AT or anyone connected to him.

Maybe BoG is not your definition of the word "canon", but it is part of the original story, and that's what matters. Part of the manga or not, it's a continuation of the original concept behind the creation of DB.
Besides, the word "canon" comes from the Greek word which means "proper", "genuine". I may be wrong though.

When Tarble said they were as strong as freiza want form did he mean?

The only form he would've known.

The manga adaptation paints a clearer picture:

it is about ages, actually. goten and trunks are drawn as little kids when they should be 13 and 14.

They're around the same age and stature as Goku was at the start of the series.

Seems more like an effort of staying truer to the original material than contradicting it.
