Dende touches upon this I think in the anime: "I can't heal him [Vegeta]. He's just like Frieza!" Psychologically, we tend to like/favor those who are similar to us because it validates our own created identities and values. Aside from this favoring though, no I don't think Frieza did care about Vegeta. For one, he has a pathological hatred/fear of Saiya-jins. Second, telling Vegeta that he could've lived a great life had he not rebelled is just one way of rubbing in the pain, of making him feel bad.
	We Super Saiyans are in a league of our own.

Well I think perhaps he was care about him but in a different way maybe he saw him differently than the others and care about him the most but I don't really think he would care in a way that if some day he would closing at Friezas level he would letting him live he would kill him so that he will be sure that no one will rival him ever

If Zarbon, etc was in Vegeta's shoes when Final Form Freeza was beating on Vegeta - Do you think Freeza would have killed Zarbon right on the spot or gave him lectures and speeches while killing him like he did Vegeta? I personally think that shows the little bit of care Freeza had for him to go out of his way to talk smack to him before killing him. Zarbon and any other soldier besides Ginyu would have been Death Beamed right on the spot.
