But first let's look at a potent attack freiza's death beam Spoiler: click to toggle We all now freiza can destroy a planet with ease but can his deathbeam destroy a planet? The answer is no his beam is a piercing attack but it's Potent enough to harm or in this case kill vegeta who has planet level durability. So the point here is that although freiza himself is can destroy a planet his deathbeam cannot but it's potent enough to kill people with planet level durability. Next is the infamous Cell.We all know famous Cell's famous line Spoiler: click to toggle But my question is where did Cell ever say he was going to destroy the solar system Cell said he has gathered enough Ki to destroy the solar system but can he? The answer is no. Cell's KHH lacks the blast radius to destroy the entire solar system but does that mean cell is not solar system level? Not really nothing contradicts in the manga that Cell's KHH has solar system potency. Meaning that cell's KHH can hurt or even kill people with solar system durability because it has the potency to do it.Which is still impressive Cell can't destroy the solar system becuase he can't make a blast to destroy the entire solar system but cell has the ki or the power to do it but just lacks the means. Moving on to everyone's favorite show DBGT Spoiler: click to toggle That scan above shows Omega Shenron can destroy the entire universe with his minus energy.But can he do it in 1 blast? Let's not get silly of course he can't but what can Shenron do? Omgea Shenron can put all his minus energy he needs into 1 attack.This same attack has universal potency which is also known as the negative karma ball. Shenron attack can't destroy the entire universe but it has the potency of a universal attack. Meaning this attack can hurt people with universe level durability.(Yes DBGT is leagues above DBZ it's not even fair comparing the two.) Also people need to remember DBZ/GT characters can tank what they dish out meaning that you need universal attacks in potency to harm Omega Shenron, and remember Gogeta blinked this guy away that alone should tell you about Gogeta's power Also Goku needed the universal spirit bomb to kill shenron which as said before can't destroy the universe but has universal potency seeing as that can actually kill omega shenron. So what have we learned Cell can't destroy the Solar system because his KHH lacks the blast radius, but his KHH does have solar system potency.Omega shenron can destroy the universe with his minus energy but he can't do it in 1 shot but his negative karma ball has universal potency.The same with the universal spirit bomb it cannot destroy the universe but it has the potency to harm or kill people with universal durability. Great job my friend and what you said is actually truth dbz characters are above solar system power after CG but don't have an attack powerfull enough to do it so but this attack has the potential to kill someone who is solar system level durability and have enough power to smash it However in DBGT I'm going to disagree with you here Omegas powerball was stated to destoy eventually the universe meaning that this is via chain reaction something that even Kid Buu can do and easily in a few hours(stated by Goku himshelf)chain reaction of Omega is not=Cells solar system busting feat
