Old Fart Kaioshin says if they want to, they can do it after they fuse but such a thing won't be necessary in the end. Gohan wouldn't have to suppress out of anything. By Goku's own perspective, even knowing Gohan's power and knowing how the Potara works, he seems to be under the impression that they may still need SSJ to defeat Gotenks Boo. Perhaps not realizing just the kind of increase Potara gives considering the only one who used the Potara, Kaioshin and Kibito, can't eve be sensed in the first place. He could possibly be under the impression of basing his idea on what the regular fusion increase was like for most people. The fact that I use a 50x SSJ multiplier and what not and that by Vegetto's remark, even he was surprised he was beating Boo as bas as he did, indicating he thought it would be a smaller gap than what was actually shown is, as far as I'm concerned, means Base Vegetto gets turned into curry by all of them. Elder Kaioshin: “Of course. And what’s more, the effect is greater than with Fusion! This has been the trump card treasure of the Kaioshins since long ago.” Goku was probably assuming Gohan would have to suppress for it to be very effective. Because a boost bigger than the fusion dance with mystic Gohan would be a certain win. Though he questions if they can win by asking if he needs to go SSJ. Chapter: 502 (DBZ 308), P1.3 Context: Goku asks if he should become a Super Saiyan before merging with the Potara, and Elder Kaioshin advices against it Elder Kaioshin: “If you’re going to become a Super Saiyan, it’s better to do it after merging. But anyway, even without doing that, you’ll probably be plee~~eenty. The Potara’s power is just that amazing Were not sure if a fusion of SSJ Mystic is possible. So we could assume that he is talking about Base Gokuhan.

Vegito beats Buutenks and loses to Buuhan after a hard fought battle. He easily take Buuhan if he has Kaioken though.
