You're confusing "potential" with "hidden ki". Thanks to the crappy job that FUNI did with discerning the two, I can understand your confusion. Hidden ki is a latent reserve that exists inside someone. Normally, the only way someone can access this reserve is either through transforming or getting angry, but never-the-less, unless they have it brought out artificially, it will always exist just out of their reach. A Saiyan transforms into a Super Saiyan by drawing on this hidden reserve, however, Super Saiyan itself uses ki to transform and to stay transformed. This is the one reason why all SSj forms, even MSSj, will always be inferior to base. Due to you needing to use ki to transform or stay transformed, you can never truly reach your full fighting potential in a transformed state. With Gohan's ki being awakened, he's then able to use all his ki without needing to use inferior transformations in order to access these reserves. Therefore, he's always able to fight at his absolute peak. However, this doesn't mean that Gohan can't get stronger if he trains, it's just that he simply has no more reserves to draw on in order to initiate a transformation. DBZ characters seem to have an unlimited range when it comes to power. They never hit a peak, and constantly get stronger if they train hard enough. However, as for the actual discussion, I really believe that Goku's peak is his power in SSj3. However, because of the excessive ki consumption in SSj3, we never actually see his full power in the series. If Goku were to have his ki awakened at the same time Gohan did, I can see him possibly rivaling SSj Gotenks Post.
