Goku was told by Trunks that two cyborgs with power that would slaughter Freeza even faster than he did would be arriving. As far as they know, these are the cyborgs and they find out they can't sense their energy but they do have the knowledge from Trunks. For me, Goku at the very least needs to use power that is significantly above the likes of Freeza, otherwise he's kind of ignoring Trunks' warning and upon his initial transformation, No. 20 states that it was still at a level that he and No. 19 could handle. For me, that's enough to say that No. 19>Freeza.

You assume that because the cyborgs aren't the ones Trunks is talking about, they can't be stronger than Freeza. But Goku and the others do not know this. They think they're facing the real cyborgs and they're specifically told by Trunks that these guys are hellishly powerful and would decimate Freeza with their robotic eye-lids.

He could be on Freezer's level beforehand, but he could also be a pile of sexual bolts. It's his random ability to absorb energy that daunts the tyrant's chances of victory here.

	list of canon sources: the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga. list of non canon sources: everything else, regardless of origin, format, or quality. for those that blindly follow word of god

Well yeah Friezas tactics are a little off ,like DP said its possible that Frieza is stronger than 19 pre due to Vegeta calling them weak machines or so but I still have them above him lol
