I'm pretty sure the Z fighters were actually training throughout GT, so it is easily possible.

Piccolo's power is somewhat explained as he's stronger than everyone in Hell which means he's stronger than Artifical 17. @Emmeth See my power chain on the previous page. Oob: "Kamehame-Ha--" Trunks: "--had no affect?!" Considering even Majoob is marvelling at the fact that Gohan's Kamehameha was useless, it suggests he was by far the strongest in the group. To be stronger than Majoob for me means to be stronger than Super Vegetto. Not to mention, Majoob got stronger too, so Gohan must have as well. Since the SSJ multipliers are so small, I would estimate base Gohan ~ S17 Majoob.

Normally, an attack like that would at least do some damage to the enemy but in this case, it did nothing. It's only normal for Uub + the rest of the group to be suprised by this. @Emmeth Rildo had a clear advantage on Gohan during the earlier bits of the fight. Gohan wasn't able to take Rildo on like Goku did.

Then, Rildo gave him a pretty good beatdown, though Gohan wasn't able to use one of his arms. Regardless, if Gohan was stronger than Oob, I doubt Rildo could have even budged him.
