If Gohan loses to that guy, he's still below SSJ M2 Goku in base. I could see him possibly beating Vegetto with his rage boost SSJ2 in that same arc, but I'm really not sure.

I wouldn't say he was weaker than rildo he never knew about rildo's abilities and he was just fine after when uub asked how he was doing not a scratch on him
