Because: 1. He felt his energy, and Buu states that Gohan didn't lose a bit of his power that means Gohan was at that moment at max power. And still Cell really wanted to fight against him outside the area. 2. Vegetto was thinking when he lost against XXI to fight outside the area against another fighter that might give him a good challenge. He was talking about Zen Buu, or Gast or CELL. That means that Cell is without a doubt far stronger then Mystic Gohan. Would he win against Rildo at max power? If he wins make him fight against Beby Vegeta. All we know for sure is he stomped Bojack. And him wanting to fight Gohan was probably him being cocky like the time he thought he could beat SSJ2 Gohan with his full power.
