If that was the case, then what would his base power be?

He was able to hold on as a SSjin still against the juniours, I see the juniours taking out Semi Cell. I don't see why Goku couldn't run away with a tighter win or so.

 After the Junior fight I really don't know. His SSJ was his base form, so he could have been at 1 000 000 for all we know. That said I still think he can win. He just needs around 10% of his power.

 I honestly don't know what made him so tired. All he did was shoot one KHH and do a little beam spam, he did way more during his fight with Freeza and didn't seem tired at all.

 The fight with Cell was a lot harder on him than against Freeza, probably.

 That Kamehameha had a LOT of power in it. He was stated to have lost quite a bit of energy from that alone, and then he went spam crazy for a bit. That's enough for me.

 Yes he did lose a lot of power on that KHH,on topic I believe that even this tired Goku can take on Semi perfect Cell since he was manage to hold of a Cell junior who must be significantly above that Cell
