Freeza's max power > Cold's max power. It wouldn't matter if King Cold was in his first form, this is the answer given to us in the manga.

"His appearance bears a close resemblance to Freeza's second form, and Cold also appears to be the type whose abilities increase by transforming." Then again, that's not from the manga.

He is a shadowy presence in the organization, and nobody knows of his existence apart from his family and his direct subordinates, not even the Ginyu Special-Squad. Though he's the head of the strongest family in the universe, he is somewhat inferior to Freeza. When Trunks defeated his son Freeza with extreme ease, he saw that fighting Trunks directly was not to his advantage, and sweet-talked Trunks into giving him his sword. If he had forms that would put him monstrously ahead of Freeza, he shouldn't have had any problem using them to fight Trunks.
