We know he's on par with Cell and there are only three logical choices for which Cell Goku was referring to. He's obviously not on the level of full power Cell or Super Perfect Cell and Goku never fought initial Perfect Cell or any other form of Cell. It simply has to be Cell's suppression level when he fought him. He could still be weaker than CG Goku if you use numbers like this: Cell (suppressed against Goku): 100 Cell Games Goku: 95 Dabura: 90-94
