Burst SSj2 Goku was shown in the manga before the movie, they based it off that most likely. They had Goten's hair the same, why not Goku's like Goten?

FSSJ was used because there was no SSJ at the time. FSSJ is a retcon. Thus, Goku was originally intended to be SSJ in movie 4. By your logic, that can't be true since he hadn't gone SSJ in the manga.

"No, not really. DBZ movie 4 came out before Goku actually transformed into a Super Saiyan in the manga, so the anime staff asked Toriyama for ideas on how to portray the transformation in the movie. Toriyama suggested that Goku's hair stand straight up, which I suppose means that the anime staff came up with the other details on their own. This tidbit is mentioned in Daizenshuu 7. Then the form got labeled as False Super Saiyan in the daizenshuu to distinguish it from the real Super Saiyan form. You might be thinking of the other thing that fans call False Super Saiyan, which happens at the start of the afterlife tournament filler arc when Goku's down in Hell and does what looks like some sort of half-Super Saiyan transformation. His hair stands straight up, but stays black, and he has an aura, but the sound effect is different than normal. Unlike the DBZ movie 4 thing, this transformation has never been official labeled as "False Super Saiyan" (or anything else for that matter), and is apparently an animation mistake. In the next episode preview for the episode in question, it shows Goku actually becoming a full-fledged Super Saiyan. So apparently when it came time for the actual episode, they forgot to color Goku's hair right and messed up the sound effect."

I'm not saying that FSSJ and SSJ aren't the same thing. Technically, they are. They both give the same boost it's just that they look different because Akira told them to use a design which was not the design for SSJ (Akira decided to use the gold hair SSJ design after M4).

We only see that for 1-3 seconds. Why wasn't Goku a SSJ2 to start with when he came to the fight? Woudn't it make sense to do that if the guy your facing is a ruthless killer and who also happens to hate your guts? That's more the reason why I think it's an error. M4 was different. Clearly, Toriyama wanted the animators for M4 to use SSJ but their wasn't a definative drawing for SSJ yet. So he had to give them a design work with and hence, FSSJ was born.

Besides, the first question you asked can clearly be for 3 different reasons: 1) It was a final push, since they were losing. 2) Drama. 3) Both.

Why would you wait for the very last second (when your not sure what your going to do is going to work in the first place) to transform when you could do it immediately and have a better piece of mind?
