 Can he beat Goku, Gohan or both?

SSJ2 Vegeta, not SSJ2 grade 2.

 I would say is he is just above Piccolo at cell games.

I would say he would be exactly the same as his SSJ Grade 3 self without speed loss. So he would be weaker than every SSJ at Cell Games.

 I don't even have this Vegeta stronger than 50% Goku. For me personally, he stands no chance.

 That depends. Are you using a 2x multiplier for SSJ2? Then he would only be on his Cell Games counterpart level (at best, stronger).

If your like me and you have SSJ2 as a 3x multiplier, then I guess you would have him either on or above MSS Goku's level.

 Well that Vegeta will be weaker than MSSj Goku 50% I would place him at 20% with 30% of Gokus power actually
