It's that and I'm not sure if you meant Perfect Cell or Super Perfect Cell. For sake of arguments let's just give Cell whatever increase Vegeta got. Perfect Cell loses badly, SPC takes Vegeta out. A lot of people like to say Cell has a lot of potential and he may very well have, but there's nothing concrete. Instead of taking a risk and saying Cell has a 20x potential release, that may or may not be true, its easier just to make it simple. At least with SPC, the gap between him and Majin Vegeta is small enough that even a small potential increase from Cell could probably get the job done.

As I said, Cell may become as strong as SPC or he may not.

It is possible that Cell's potential stems from the potential of who is apart of him. This is only a theory, but he may possess the potential of every being inside of him.

Majin APC would win against Vegeta but Majin Perfect Cell doubt it,assuming always that Cell has the same power boost as Vegeta does then that's what happens,otherwise I have no idea of how much potential Cell has
