If Raditz can dodge that, he'd be in a better place, but Roshi is capable of the many-fold zanzouken (afterimage) technique, which he used against Tenshinhan at the 22nd TB. Roshi certainly has the skill advantage, so I would say he could win this.

The only things I'd give Raditz the edge on here are stamina and perhaps durability. Leaning towards Roshi emerging victorious here.
