You can listen to them in Bonus Mode, it's really nothing special, then again the other wishes aren't special either, if you play through someone's story you'll already have all of the moves included in Breakhrough and the last wish is always something useless like General Vest.

Originally it was intended for every character to have a Story Mode in the game and you get to hear some of the voice clips from the unused story modes like Kid Goku. From what I can tell by listening to his voice clips I think Kid Goku was meant to have a what-if story were he travels forward in time and fights the Z Fighters as they are in Z. Also there is a voice clip of SS4 Goku speaking to 17 which implies that Super 17 was planned for the game. It's pretty interesting stuff if you have the patience to unlock and listen to it all. And about the Breakthroughs. There actually is a point in getting them. In the Budokai games if you equip 2 of the same capsule special attack move it makes them more damaging and changes the appearance of them a bit to show that they're more powerful. With all the transformation capsules for some characters like Goku and Frieza there's no way you can fit in 2 of special moves on top of transformations but Breakthrough allows you to do so as it contains all moves and 2 capsules of each special move. Hell with the likes of Goku you couldn't even fit one of all his moves and transformations in without Breakthrough so it really is essential.

The whole capsule system is one of the things I think they improved on a lot in Infinite World. They changed it so there were separate slots designated for different stuff like transformations, items, special moves etc.. thus making it more user friendly and allowing you access to all you forms and moves in addition to items like senzu beans.
