It's a trait in japanese manga. Lots of kids are shown running like that. It's to confirm a playful nature.

While it simulates an airplane's wings, I doubt it allows for maximum speed. Planes have wings to create the same effect that "boating" (going extremely fast in a car until wind pressure underneath the car causes it to lift slightly off the ground) has on a car. A runner simulating this with his arms would just create wind resistance. Or am I missing something (any physics majors here?) >_<
